Does this jacket have an inside pocket big enough for a cell phone?

Yes, it has an inside pocket large enough for large cell phones.

where is this produced

Jacket is made in Vietnam and fiber filling was produced/made Ontario/Quebec

Im 5'6 and 154 pound. What size should I buy?

That partially depends on your build / chest size and arm length.I would guess Medium BUT again that depends on your build.

Are there any recommended waterproof outer shell options to go with this jacket?

Mammut Nordwand Pro HS is a nice shell. If don't have $825 burning a hole in your pocket, a Frogg Tog top will work as well.
