the toggles do not lock at all. They are easily slide off. How can they be clicked and locked at all times? Press the smaller button didn't work.

The button on the circle locks them. If your set is not working it is defective. There are great for older adults who cannot tie their shoes or who can't risk their shoe laces coming untied.

Are they reusable? Can they be moved from one pair of shoes to another?

Yes they can easily be moved from one pair to another. However, if you intend to move them, be sure not to cut them too short as different shoes may require different lengths. You just use a flathead screwdriver to reopen the plastic closures at the end of the shoe strings.

Can I melt the ends, or do I need to use the plastic clip?

You can melt the ends but it releases the most horrible smell. It’s like burnt rubber tires. When melted it becomes gooey and difficult to shape or mold into a pointed tip to put through the holes. Personally, I wouldn’t buy these again.
