Will these fit men size 10

I think they would be too small! I am a lady who wears size 4 shoe I did have to pack out the toes guilt a bit but I am sure it wasn’t all that much!

Will these fit a man size 9-10 (UK) foot?

Not really. They would flatten out into winkle pickers with a little bell on the end

Yes they fit over shoes then tie to size
