What is the effective range of this catapult? My enemy's castle (read co-worker's desk) is 8' away.

Wherever you're working, I would love to send a resume! I think you'll find this weapon quite effective in hitting your target from 8'. We played with it in the yard and it sailed 10-15 feet easily. You might need some practice shots to finesse your range. Best of luck to you...and your hapless coworker!

what is the best age for this toy?

"Best" age? That's a tough one. I've given these to boys of all ages - from 3 to 35. I usually throw in a bag of 100 cheap ping pong balls. I've yet to see any reaction other than, "AWESOME!" If I *had* to pick one age, I'd say 5 ... it's an age where they have the responsibility and coordination to do some cool stuff, at the same time, they're just starting to get a taste for the physics of the world around them.

can you use it outside

Yes. We use it inside and outside.  It does not stick well to any surface that we've found, so our kids hold the base while they fling the balls in the air.  Although you didn't ask, I will share that in reality, it shoots the balls 10-15ft max but kids still love playing with it.

Question 4

This was on the same page as the tangle free parachute guy.  Would my 5 yo be able to use this outside to launch him high enough to open the chute?

I purchased this for my 4yr old  it is poorly made and very ackward to use.  It is small, not very stable.   I would think a older child maybe 8 yrs would be  better able to navigate the parts to have it perform as expected.   You would find it hard to launch anything from the ball holder high enough to do what you want.
