Will this fit my venicci tinum 2.0 car seat to the base?

Those car seat adapters are used to connect the seat to the frame, not to the Isofix base. These adapters are not compatible with Venicci Tinum and Venicci Turisso.

It can work for podstroller?

They work with Venicci prams only

Do these work with a silvercross car seat?

I am sure they are just for the maxi cosi range of baby car seats and will only fit on the Venicci pram frame, you would probably only be able to use a silver cross car seat on a silver cross pram frame, sorry I cant be of any more help.
