You will see a small black sponge on the inside of the container top which you should remove if you are using it for mineral makeup. Fill the barrel with powder then pump the base, with the bristles downward, to load them with minerals. Some people like the sponge inside because it prevents too much powder being released at one time. After the sponge fills up it dispenses the powder more evenly but still slowly. However most people prefer to use it without the sponge at all.
