Q: can this be controlled with a raspberry PI 3 B+?

No. You would need to write custom software for that. The software provided is intended for arduino.

Q: Does the arm enable simultaneous control of multiple/individual servos via position + velocity commands over serial (ie. rpi3, arduino)? Documention?

As far as I no the power supply will only allow 1 servo activation at a time. I think the engineer who designed this arm could upgrade necessary components to allow simultaneous control of servos. At what cost is anyone's guess, but I would like to see search an offer.

Q: is it possibe to create my own app and control it using that ?

Yes. They give you mapping for the serial on their board or you can get your own servo board for pretty cheap.

You don't need other items else, it can work without other items, just purchase it, following instruction video to assemble it, then it will work.
