Can you put this on over makeup

You could but it won't last as long. Without makeup they are the longest lasting temporary tattoos I've ever had. 4 or 5 days before fading starts.

Can these temp metallic tatoos be applied to wood?

Yes, these temp tattoos can be applied to a smooth surface, like wood. Try testing it out first on a scrap piece of wood. Also decoupage to seal the tattoo may help.
