Are these tight enough to hold the sleeves of my dress shirt together when crossed in front to keep them from wrinkling?

Yes, they are the same kind used on shirts packaged from a store.

Would these clips be strong enough to hold drapery panels together? Just hanging drapes not a lot of pulling open and closed. Thank you

I can't say without knowing the thickness of the fabric you are working on. The clips do not open very wide and break if force to open larger. Great for a couple of widths of cotton fabric.

Can these Hold socks together in washing machine?

I have no idea. I use them to secure fabric on a bolt. They are just like the clips on folded shirts that you buy. Try them. You might like them.
