Is this switch unmanaged

This is unmanaged switch. Can't get managed for that kind of money.

i have 500mbps internet speeds is this good to utilise the full speed through all ports, 3 pc,s, 3 consoles and smart tv

Yes, this switch will be fine for that. The only time you might notice slow down would be if you were downloading on multiple devices (i.e. downloading games on a console while downloading on your PC's), as it would attempt to use the entire bandwidth on all the devices. Normal use including online gaming and watching TV streaming services will not come close to utilising your 500mbps bandwidth. We have two gaming PC's and our home server on this, we have no problems with any lag or bandwidth issues.

Will this "blow" 9v 1Amp non -poe tapo camera when using poe splitter and this switch

I wouldn't combine a non POE switch with a POE network...
