Can this backpack be used as a personal item on a plane?

Yes. The clothes and toiletries that I had brought on a business trip for a few days were packed in this bag, which did not affect taking this backpack on the plane at all.

Washing instructions?

I hand washed with a little dish soap with a sprayer in the laundry tub and hung to dry. Turned out like new!
