Can i use both (6.35mm and aux in) at the same time?

Yes, both inputs can be used at the same time.

Are these stereo outputs? Or does it convert the input signal to mono?

All four headphone outputs are stereo. There is a push-button to turn them to mono. There are left and right inputs. When the mono push-button is depressed, the left and right inputs are summed together to make a mono signal in all four of the headphone outputs.

Single 1/4 balanced trs cable to dual rca for tv. will i still get stereo sound or do i need two trs? there are two ports.

never use it as it not worked at all

Can I connect a pair of speakers to the aux out and then four headphones to the 4 headphones out?

I don't see why not. I wouldn't suggest it because of the ceiling of power available. There are better options for whatever your use case, but it will be more expensive. Also, I just saw they are selling this for $80 right now. I bought it for $45 a few years ago, and that's the most I'd pay for it today. Definitely not worth $80 unless they've upgrade the internals.

Top headphone splitter!

Very useful headphone splitter for studio. Especially as you can have up to four headphones with separate volume controls! Great for ensembles and backing vocalists. N.B. When powering on, it can make weird clicks, static & distortion while it ‘warms up’.
