What is the measurement across the bottom and top of the cup.

Bottom 1.5 inches. Top 2 inches. This is a very solid cup, not flimsy.

Can these be microwaved?

Yes. And we just did it here in the office on high. Worked great.

Are they dishwasher safe?

No where on the cup or in the listing does it specify "Dishwasher Safe," but these plastic cups are thick and I suspect they could easily handle dishwasher cleaning - although I would avoid high heat/sanitize setting. Also, these cups are a very small (2oz.) size - only 1-5/8" tall (42mm) and 1.5" (38mm) diameter at the top - so they would be challenging to place in a dishwasher without them being blown around by the force of the water.

Are the measurement guidelines inside the cup or on the outside? For smooth mixing purposes

The measurements are on the inside but can be view from the outside thru the cup.
