This wind spinner can rotate in both directions depend on the wind direction，Its thinness and lightness make it easier to rotate because of the wind.

In what country is this made?

It's been hanging since May along with two more I bought but Im almost positive it was China, not sure. It's the best view out my window ever...fascinating!!!

how are the sections connected?

I'm not sure what you mean about the sections being connected. What we did was just separate starting from the middle or the outside either one and make it so that each of the sections takes up about maybe a quarter or quarter to a half an inch. Then hang it somewhere and watch it twinkle.
