why are these balls so expensive? $39.99 everywhere else

Because they are ripping people off. They but at regular price and upsell them because there are people that will pay the price. It's terrible and shouldn't be allowed these balls are 39.99. for this price you may as well but pro v1s

I live in newport beach ca. and these ball cost $34.99 everywhere here...why are they almost double on here?

Sellers are horrible people who take pleasure in ripping people off.

Where does it say how many balls?

This listing is for one dozen golf balls.
