do the wheels swivel ,or can they be changed to go back and forward, insead of side to side?

No, the wheels cannot swivel, they can only be forward or backward (small turns are possible). Our original intention of designing the wheels is to facilitate the first movement. Too flexible wheels will reduce the safety of the safe.

is the 23.6" height with or without wheels?

Hi, the 23.6" height is without the wheels. The height including the wheels is 25".
