You have a child with finger strength issues or fine motor difficulties push the mice into the holes of the cheese, which are smaller than the mice. There is a small space in the middle for the mice. Usually their tails or ears stick out. Pulling them out and pushing them in helps with finger strength.

No but it could be a choking hazard for small children.

I see the dimensions for this...what is the .8 referring to ?

I don't know what those dimensions refer to (just looked at them). The cheese is about 2 or 2.5 inches as a cube. The mice bodies are about half the length on my index finger.

What is it made out of?

It seems to be a stretchy rubber-silicone type material (not medical-grade silicone though). There is a bit of pink paint/coating on the mice (ears and tails) that will eventually peel off if used frequently, but the cheese is solid yellow so it won't peel at all. It's been very durable and stood up to a lot of abuse (though I don't let my kiddos chew on it; somehow I don't think it would survive that.)
