What guage are the wires?

The manufacturer doesn't specify the wire gauge, but the wire conductor has a diameter of 1mm (0.04 inches), which would make it 18 AWG wire.

is this a switching DC-DC converter (or linear converter)?

It's a switching converter. Power output at 3V is roughly equal to power input at 12V, so the input current is much lower than the output current. Minimal dissipation compared to a linear converter.

So, if i have a device that takes 3v .225a, even though this outputs a max of 3a it should work fine?

Yes, absolutely. This module is voltage-regulated, meaning it regulates the output to 3V, and will provide whatever current the load draws, up to 3A maximum.
