Are there instructions with this ,also what is the blue and black thing for.where does that go .

Blue and black thing is a different top for the sprinkler. The 3 arm section unscrews and this screws in its place to change type of spray patterns. Whole thing is quite straight forward, can't recall if I had instructions but honestly you do t need them. It's a very good sprinkler for the price and I'm well pleased with mine.

The two sides with screw on caps Just undo one side put cap cover on to your hose pushover hose hold back push hose onto the nozzle as hard till hose is fully on and the cap then screws tight on and ready to go give a great spray

Why won't the head spin around

Prob not enough water pressure or a leak somewhere. Make sure all fittings are secure, no leaks and you have sufficient pressure

Does this get all the grass wet, even that one around it?

Yes it does you can adjust the spray. It is a bit of trial and error, but once set up very good and can be also adjusted and increased by turning the tap
