So I’m planning to tie this into my block heater on my 2006 duramax diesel. But my question is would I be able to run 2 of them for each battery?

I don't really understand what your asking. You can not use this for a power supply and you can not connect but one to a battery.

I bought 10 of these. On half of them the green full charge light never flashes to indicate a full charge. Is this acceptable?

Sometimes depending on the battery, it takes several days. I have an old Ford diesel tractor with a big battery and about every other month I will plug the charge/monitor up to it and the last time it toke a week and a half before green blinking. I had almost given up on it. It really depends on the battery. If the battery is old, it may never fully charge to blink the green light, but if it's a good battery it should at some point blink green. Good luck..
