Can the brackets be used the other way up? For example to fold/close upward rather than fold/close downwards

Yes if you want the bracket on the top of the shelf.This then means any weight put on the shelf will only be supported by the screws and not the bracket

How should i attach a piece of corian countertop to the brackets? glue? drill holes and use screws?

I personally wouldn't drill and screw, glue is probably the wat to go. CT1 is good.
