Where does the waste band hit? Is it a little below belly button or are they truly low rise?

It 100% matters which style (fit) you have on. Some of the styles should hit below the belly button & some above. For example, the ‘boy shorts’ style, hits above the belly button but the ‘bikini’ style hits below the belly button.

Are allof you completely wrong ??? Or just unlucky ??? I have had nothing but success with these panties

I had good luck too, maybe was out of stock An had wait longer to get them

Yes, somewhat. Think of their stretch like a 100 percent cotton t shirt material, not a cotton broadcloth material. The elastic in the waistband, of course, does stretch.
