what are the active ingredients? The photo does not allow the label ingredient list to be read.

Amazon should show the label. Active: sodium Lauryl sulfate 18%, Organic soybean oil 10%. Inert ingredients. water isopropyl Alcohol, sodium citrate, citric acid.

Is this safe to use on fruit and vegetable plant soil?

Yes, Root Cleaner is safe to use on fruits, vegetables and flowers during all stages of growth.

How much of the solution do i mix with water?

Per the instructions you mix 1ounce with 1 gallon of water, make sure to shake the bottle to mix really well. You should be able to get 8 gallons with one 8 ounce bottle. Plant damage or burning is a result of incorrect dosage/use.

Does a very diluted mixture have to be flushed out of soil? I have a few pots with no drainage holes and persistent gnat issues.

I don't flush out of the soil when I use root cleaner. I have used a combination of gnatrol and root cleaner for complete success of riding gnats. (I use the root cleaner for root mites).
