The weight is listed as 11.68 oz, is this correct?

Yes the weight is correct. 11.68 oz or 331.12 gr.

Would this fit an iPad mini and allow other things to be stored as well?

The iPad mini will fit in one of the slots, but it takes up about half of the space. My son suggests an iPad mini cover with grid it on the back.

How do you open the bag?

It's not really a bag. It's a plastic board that has a zippered pouch on one side and series of stretchy web straps on the other.
