$60 for only one license plate blank? If this is true, this is ridiculous!

When I bought this, it was only one piece. I don't remember what I paid, but certainly nothing near $60. Probably under $10. This sounds like the work of those algorithms I've read about. They try to figure out how much you're willing to pay. "What a great deal! Only $60?" I guess there's always a chance that I bought something different, but your question was automatically routed to me. I purchased one blank license plate, aluminum with white front.

Is there a protective plastic over the license plate?

It has a protective cover, but i always use a spray on it to make the paint adhere to it

Temp and time for sublimation?

Sorry, I just put a sticker on mine.. can't help with that!
