Why does only one have holes all the way through it?

I do not know. I just know they DO WORK. We have deer in our area and twice I've had them stop along the side of the road and look at our car.

where shall I mount them?

Any flat smooth surface toward the front of your vehicle that you can access to be able to clean road dirt off. The whistles (2 per vehicle) should be mounted parallel to the road and pointing forward, per the enclosed instruction sheet. On my pickup, I put them on a flat part of the front bumper; on my SUV I mounted them to the body just above the sideview mirrors. I guess you also want to keep them somewhat protected if you use car washes often so they don't get caught on the brushes.

Can the whistles go on either side of vehicle

They should go on the front but these don’t work. Save your money.

Will these work at low speeds? I want something like this for my e-bike for my commutes to work... 15-20mph.

On the box, I just received, it is written, (and it also highlighted, on its own line, after some instructions on placement of the deer whistles) "Please Note: Only work if the vehicle is traveling at least 35 miles per hour."
