Yes it is. We have it almost 2 years ago, and never had any issues.

Can the pedals come off to use as a balance bike?

I wouldn’t recommended it, taking the pedals off would leave the metal arms exposed, they will still turn. 1 false move it’s Broken legs. You would have to take it all off. The whole pedal joint, cogs, chain etc etc. Balance bikes cheap enough now. It will save you a hell of a lot of time. Hope that helps, kind regards Darren.
