Will it run when you sweat?

Sorry my daughter has used only for her Instagram page. So running involved. However she likes the way they transfer. Brushes work great. Hope this helps

Do these dry down or stay greasy/wet?

They seem to stay wet forever and never dry. Definitely not good for painting on children as they will smear it all over before it shows any sign of drying.

Do you have anyone whos reviewed these?

I love this set. Very bright and goes on easy. Doesn’t dry fast but a little goes a long way.

Does the paint smear?

yeah. easily. it doesn't really "dry" ever, either, so don't expect to be able to paint a black line over a white section, for example.
