It will fit your 9 year old. It fit my 7 and almost 10 year old sons.

I use for my 3 year old and it works fine. Think it depends on the size of your 8 yo. If they are on the slimmer side it may work.

Is this product made in the USA?

I do not know. But my son used it on a road trip from coast to coast and he loved it!!! It was supportive, cool, comfortable and easy to wear. It did stay in place. We travel a lot and this is the one he has loved the best.

can this be used for a 18 months old?

No this won’t work for an 18 month old. It barely works for my 4 year old
