Is this item returnable and refundable if we don't see results?

You would need to contact Amazon or the seller for the answer to this question.

how long before this dries out and is useless if put in the wrong places?

If possible, cut a piece of paper plate which will have a slight waxy type coating and place the bait on there. This should slow the absorption of the moisture in the gel so it will not dry out quite as fast. I've not tried it with this specific bait, but I've done this with other baits with IGR and ant bait gels and it worked well, plus made clean up easier.

Can you verify that there are four tubes in this box please?

Yes, there are 4 tubes BUT there is only 1 applicator needle so do not throw it away.

Does this product come in a Spray Form?

No, it is only available in paste form applied with a syringe type plunger.
