Either way would work. The chia seeds make a little goo when the get wet. Wait long enough for this goo to appear. It will assist greatly in getting the little seeds to stick all over the pet. Once the seeds get saturated with water they are committed to sprouting. If they dry out after germination has begun they will rapidly die and you will need to wash them all off and begin again.
